Completion criteria

The host lists all 56 tool contracts at version 1.6.0.
The active session is bound to one Project.
Project state survives a server restart.
Approval, Occupancy Alert acknowledgement, Incident response, and Post-event Proposal review actions remain absent from the tool list.
