# Trust and safety boundaries

VenueMind is a supervised planning system. It helps a human team inspect, propose, validate, compare, approve, and audit venue Plans; it does not transfer operational or legal responsibility to an agent.

## Configurable policy, not legal determination

Access routes, capacity, circulation, Locks, sightlines, production, service, queue, simulation, and emergency-review checks evaluate the versioned Constraint policy attached to a Project. A PASS means the submitted Plan satisfies that configured policy and exact model input. It does not certify compliance with every law, code, permit, accessibility obligation, structural requirement, fire-safety rule, or venue condition.

Teams must confirm current local requirements and obtain review from the appropriate venue operator and qualified professionals. Warning Waivers record a human decision; they do not waive an external duty. Simulations are scenario evidence, not predictions or emergency instructions.

## Human-only decisions

- Only an authorized human can approve a Proposal into accepted Plan truth.
- Agents cannot manufacture Warning Waivers, Emergency Reviews, permissions, or Locks.
- Emergency response remains with venue operators, emergency services, and on-site leaders.
- Incidents and live deviations preserve the approved baseline instead of silently rewriting it.

## Integrity and escalation

Corrupt recovery state, stale Proposal bases, invalid evidence, missing authority, cross-organization access, and ledger-integrity failures fail closed. Use a visible correlation ID when reporting a failure. Security-sensitive findings follow the private reporting policy; active emergencies belong with local emergency services, not VenueMind support.
